If someone said that 'EIB is the best supplier of cuisine in the town' then the 'best' is perfectly justified. However, there <i>is</i> a grammatical error: if you are quoting a person who has said something in the past tense, it's improper styling to use speech marks. That's only in a present tense narrative. The correct style is to use quotation marks (inverted commas). It depends if they’re quoting someone who called it ‘best’.
