		<description>It depends if they&#039;re quoting someone who called it &#039;best&#039;. If someone said that &#039;EIB is the best supplier of cuisine in the town&#039; then the &#039;best&#039; is perfectly justified.

However, there &lt;i&gt;is&lt;/i&gt; a grammatical error: if you are quoting a person who has said something in the past tense, it&#039;s improper styling to use speech marks. That&#039;s only in a present tense narrative. The correct style is to use quotation marks (inverted commas).</description>
