Sarah and I stared at this one for a while before figuring out what is going on.  It appears that they were short one “E.” But they had an extra “L” handy. What you’re seeing is “INLFFECT” but with the first “F” layered over the “L.”  Too bad the person who was clever enough to see that an “F” and an “L” make an “E” when superimposed wasn’t smart enough to put a space between the two words. Even then, they’d be short an “F” after losing one to their Frankenstein’s Monster of a letter which I hereby dub “Leff.”
