I once saw an (actual) Family Dollar advertisement brochure with a whole s***load of coupons for “.50¢ off” various items, but the real prize was their special offer of a dozen eggs for “only .99¢”.
This was in a glossy, printed-and-mailed catalog. I wish i’d taken pictures.
I don’t think it’s illegal. But it is a violation of most credit card vendor agreements. So you can threaten to report them to Visa or MasterCard and use that as leverage to get the fee waived.

It is illegal to upcharge or prohibit CC use on a minimum dollar amount.
Vendors CAN offer a discount for anyone using cash.
