From the decidedly non-English characters on the sign, I doubt English is their first language.
I know a lot of people who speak Asian languages natively, and those particular errors are fairly common.

I’m guessing not a native English speaker. If you look at the left upper corner of the photo, there appear to be Japanese or Chinese characters.

To me, “at all locations” sounds more natural than “in all locations”.

In all fairness, this appears to be Chinese restaurant (see the glyphs on the poster on the right). Whoever wrote that sign probably isn’t a native English speaker and deserves a little slack.

FYI, I took that photo. The sign was written by the owner’s daughter, who just graduated from high school with my daughter. She has been raised in America since she was little and she’s actually a very good student. I guess she just wasn’t paying attention to what she was doing and didn’t proofread, either!
