I’ve thought about this kind of error. It is common enough that I’ve come to the conclusion that some folks think quotation marks are a way to show emphasis instead of hedging.
“No” swimming: intent to emphasize the word.
No “swimming”: intent to hedge…what might pass as swimming is not really swimming.

I see that a lot on signs. Maybe italics are hard to print or read on that kind of sign?

When text-formatting options are lacking, and emphasis is desired, just go for the _underscore_.

Quotes as emphasis are common. I once knew a girl who used quotes instead of parentheses!
